Laptop not recognizing HDMI. I am trying to display my phone on my laptop. I am using a j5 create USB-C to 4K HDMI cable. Thought this should be plug and play?

No, HDMI ports on both devices are OUT ports only, connecting 2 out ports together won't give you anything. Please use the following way

So a desktop monitor's HDMI is an import? Same fro smart t.v.? I have connected to both smart tv and a desktop monitor,

HDMI port on your Envry x360 it an OUT port. You can connect it to a TV in port or a monitor in port.
