I have exactly the same issue and try as I might I cannot find how to re-install the missing touch screen driver. Most odd to only be offered an 'uninstall' in order to get the touch screen working - which then is unfindable to actually re-enable!
Any help gratefully welcome.

Aside - if you uninstall it because that was the only option given then what is the point of tapping BIOS etc?
I need to download the driver from somewhere to reinstall it and that's the problem.... although I admit the original problem was the touch screen had suddenly stopped functioning.

Don't worry I'll try to help you out.
Did you make any hardware or software changes on your PC?
Is the touch working in BIOS?
Please share the product number of your PC to assist you better.
Try updating the touchscreen drivers and BIOS on your PC and check if it helps.
You can update other drivers on your PC using HP support assistant.
Refer this article to know more information about using HP support assistant.
Also, Please try few steps recommended below.
In Windows, search for and open Device Manager.
Expand the Human Interface Devices heading.
The touchscreen device is labeled HID-compliant touch screen, or similar. Right-click the touchscreen device.
If the option to enable the device is included in the menu, click Enable.
Reinstall the original touchscreen device driver that came installed on your computer using the following steps:
In Windows, search for and open Device Manager.
Expand the Human Interface Devices heading.
The touchscreen device is labeled HID-compliant touch screen, or similar. Right-click the touchscreen device and select Uninstall.
Confirm the uninstallation.
Restart the computer to reinstall the touchscreen driver.
Also, try the steps recommended below.
If the issue still persists after trying out the steps try the steps recommended below.
In Windows, search for Command Prompt. In the search results, right-click Command Prompt and select Run as administrator. Then click Yes.
In Command Prompt,sfc /scannow. Make sure to include the space between sfc and the /.
Press Enter and wait while System File Checker scans for corrupted files.
When scanning is complete, the results are displayed on the screen.
If the file checker found and replaced any corrupted files, restart the computer and check the performance.
If the file checker did not find any corrupted files or found corrupted files but could not replace them, go to the next step.
If System File Checker finds corrupted files but cannot replace them, use the Deployment Image Servicing and Management (DISM) tool. DISM checks the corrupted files; then downloads and replaces the files using Windows Update.
In Windows, open a web browser.
NOTE:
You need to be connected to the Internet to use DISM.
In Windows, search for Command Prompt. In the search results, right-click Command Prompt and select Run as administrator. Then click Yes.
In Command Prompt, type dism.exe /Online /Cleanup-image /Restorehealth. Make sure to include the space before each / in the command line.
Press Enter and wait while DISM works. This might take several minutes.
If DISM finds corrupted files, it replaces them using Windows Update. If this occurs, after DISM is finished, restart your computer and see if the performance has improved.type
Refer this article to further troubleshoot touchscreen issues with your PC.
If the issue still persists try running a system diagnostics test on your PC and check if the hardware components on your PC are functioning correctly.

I have resolved the problem.... not entirely sure how but it involved multiple reboots, downloading various upgrades from the HP site (inc graphics and BIOS), rebooting again, as well as uninstalling the option in Device Manager.
It re-appeared in Device Manager despite there being no specific upgrade or driver.
And the various explanations here have not been helpful as they did not answer the one basic issue - that there is no 'disable' but only 'uninstall' and that various upgrades and reboots will make it reappear.

And I hope you read my post completely, I had mentioned about uninstalling the touchscreen driver and to restart the computer.
As the windows would install the generic touchscreen drivers on your PC.
Also, since you didn't share the product details, I was unable to share you the exact drivers for your PC.
So I mentioned you to use HP support assistant to reinstall the drivers.
