Hi, I am trying to add a monitor via the USB-C port, I have a HP 15.6 inch Laptop PC 15-d4000 (4C802AV). Is this port on my laptop just limited to data ?

Your machine is not on HP dadabase for parts
https://partsurfer.hp.com/partsurfer?searchtext=4Z211PA
Looks like it is an HP Laptop 15s-fq4011TU which is available at Harvey Norman. Its specs
https://support.hp.com/ee-en/document/c07982193
It only has 1 SuperSpeed USB Type-C® 5Gbps signaling rate which is hopeless. This port does not support Alt mode nor Power delivery. You can NOT use it to
- Charge your machine
- Connect to an external monitor with/without hub/dock/adapter
Regards.
