Product: Victus by HP 16.1 inch Gaming Laptop PC 16-r0000 (76T08AV)

My HP Victus 16 display keeps flickering constantly. The problem occurs immediately after powering on the laptop and also persists in the BIOS. An independent repair service has diagnosed the issue as a defective motherboard.. Another one diagnosed the issue as a broken heatpipe and a broken cpu fan. One of them says it will take 2 weeks, the other one says it will take 4-6 weeks, and they both say it will cost me more than 400€. So, I would like to know how can I get help from an official HP technician. I really don't trust any independent technician after 2 different diagnoses. I am currently living in Austria.
