this is a video from instagram.
Pictures and videos on YouTube work fine, but all other videos, even downloaded ones, look like this. This is very frustrating and I would really appreciate an answer. Thanks.

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:
Method 1:
- Select the Start button.
- Click Settings and select Ease of Access.
- Select Magnifier.
- Click the toggle control under Turn on Magnifier.
- Click the Gear icon in the Magnifier control window to open the Magnifier Options window.
- Click Turn on colour inversion.
- Close the Magnifier Options window.
Method 2: Microsoft
- In an empty space on the desktop screen, right-click on your mouse and select Personalize.
- The Settings app will open and you will see the options available for Background.
- At the right side of the window, click High contrast settings under Related Settings.
- Below High contrast, you can select your desired theme from the drop-down menu. In your case, select None to restore your theme back to its old setting.
- Click Apply for the changes to take effect.
