The artifacts follow a somewhat regular pattern, have a consistent look, and only seem to occasionally occur after I leave the laptop asleep for a while and then return.
The artifacts usually flicker if I move my cursor over them, but do not actually go away until I do something significant, like click, move the window, or resize it. Generally, I just restart when I see them. They've even appeared on the lock screen, though I haven't been able to get screenshots of that.
In one instance, they occurred around the border of the omen command center window and followed it around the screen when I moved the window around. They seem to have something to do with window elements rather than being randomly distributed all across the screen, at least sometimes.
The graphics drivers are up to date. Windows is up to date.
The only significant recent changes I can remember are the warranty on the laptop running expiring, and a Windows update, both of which occurred not long before this started happening.
I've experienced two BSODs in the last couple of months, but I think the first occurred before any of this started happening, and both happened while using Visual Studio, so not sure if that's relevant.
Basically I'm wondering what the cause might be, and if there's anything I can do to fix it, or at least avoid it.
Sorry if I've posted this in the wrong place, I'm new to this and don't really know what I'm doing.

@MarZutra Seems like an issue with the graphics card or it's drivers, you may want to install all available windows updates, as a patch may have been released by Microsoft to resolve such issues, if there are no new updates available, please use the below steps to reinstall the graphics card drivers from the device manager:
Step 1: Use Windows + X and select device manager.
Step 2: look for display adapters, and right click on the available display adapters, then select uninstall, when done, restart the computer.
Step 3: Update the graphics driver for your specific computer model.
For more information on updating drivers, please see HP support document Downloading or Updating Software and Drivers for HP Computers .

I have exactly the same issue on my Omen 17. It, coincidently, started a month after the warranty ran out. I did all the windows updates, same issue. I checked for updated drivers with device manager, nothing available.
I then used the HP Assist tool to check for drivers. There were 4 available but non were related to graphics but I went ahead an updated anyway.
So far I have not seen the issue in the last 48 hours although I do think it might be based on if I connect an external monitor to the machine via the HDMI port.
