I am trying to access a certain webpage through my university web portal. All my other web pages and sites load just fine but when I click the link to the get to this portal (which is a student scheduling assistant portal through Purdue university northwest) it won’t load. Eventually I get a stale request. My university technology services advised me to clear all browsing data and try again, but this didn’t work.

I believe your IT department is on the right track, though perhaps they are stopping short of helping you understand how to address the problem. ?
The issue is not tied to the computer hardware sitting on your desk -- by itself, the computer hardware is not smart - it's just parts wrapped up in a pretty package.
Loading an Operating System onto the computer allows the machine to interact with the outside world.
Typically, a user (you) guides the operations.
The source of the problem is perhaps related to the way you are connecting to the website.
For example,
Some browsers are less tolerant than others about what they will allow and what they block.
Browsers have rules and security - one site might pass the checks and another might trigger some kind of issue.
If the source of the issue with a particular address is a "tangle" in the way the browser is trying to open the website, then yes - clearing cookies / cache can help because next time you open that website, the path to the site is cleared and ready to try again.
If the Browser dislikes the site due to the browser's own security, you may -- or may not -- be able to bypass that security and open a particular website.
If one browser will not open a "known to be good" URL address,
Try / Consider
- Clear Cookies / Cache
- Check in the Browser's security settings for a way to "allow" the site
- Use a different browser
- Check that your connection to the Internet is not restricted to "only internal" or campus connections
- Take your laptop to the IT department and ask for help
- If IT won't help, take your laptop to one of the Science Technology professors - ask for help. Avoid students you do not know -- this is just common sense - do not put yourself at risk for a website.
