I can guess it is because the price of HP Pen is $59.99 and HP Tilt Pen is $89.99 which is exactly $30 dollor difference.
I have no clue on why it was $20 first place and why they have listed it as "HP Digital Pen" which is non-existing product as far as I can tell.

I have actually ordered HP Spectre x360 (2017) w/ Tilt pen option and returend it due to pen jitter, but I can tell it came with the pen below:

This pen has AAAA battery and despite it is mentioned as "tilt" pen, tilt functionality never worked for me.
Now I have ordered a replacement with "digital pen" which is $20 more. I didn't receive it yet (delivery estimated to be Jan 19 or so), but I believe it is this pen:

This pen has rechargable battery and it has 4096 pressure level plus tilt functionality. I will update this thread once I actually receive new one to confirm.

So I have the same issue as you in that I paid the extra 20 to get the better pen and it seems that they sent me the cheaper pen that you linked in the earlier post. Interestingly they've changed the options now for this laptop for the pen. It used to be that for an extra 20 you could upgrade from the tilt pen to the digital pen. Now the "digital pen" is completely gone and you now have to pay 30 more for the tilt pen, which used to be free. Also now the free option is just called the "HP pen". Let me know how they handle it because, like you, I basically paid an extra 20 for nothing. I was hoping to get a better pen that did not require AAAA batteries and could just be recharged.

I called HP and I also sent them a long email explaining the issue.
I believe HP mislabeled the pen options earlier. It appears they labeled "HP pen" as "tilt pen" and "HP tilt pen" as "digital pen". So essentially people were getting normal non-tilt pen when ordering "tilt pen" before. As you may have noticed, the pen you got will not support tilt operation as far as I have tested.
It looks like they now have corrected the issue and finally they have right names.
For my trouble, HP support person said that he couldn't order a replacement part as it is out of stock. He said he will send me a gift card instead so that I can order one once it becomes available, but I have not received gift card yet. So I will call them again if I don't hear from them soon.
