In my case it was a hardware problem (also known as "Ghost Operator"). Unfortunately the computer was just out of warranty when it got so bad that the computer was no longer usable. However, by inactivating the touchscreen the computer is working now. Ok no touchscreen anymore but better without touchscreen and having an otherwise nice functioning computer than buying a new one.

 

Replacing the touchscreen would have been too expensive compared to the value of the computer. A computer service shop told me that this is a common problem with touchscreen computers but also smartphones.
