If so, will I be able to change settings to enable those apps to run in resolutions lower than 4k such as 1080p? If possible, then how?

Hi,

Yes, the programs will run in 4K if compatible with 4K

You do not really need to reduce the resolution as there will be automatic scaling (you will not see the apps opening real small or anything), they will have a higher definition but will basically be the same as on a 1080 screen.
