I understand that brightness is not working.
Follow the below steps and check for the issue.
1. Window + X
2. Go to Device Manager
3. Drop down Display Adapters
4. Right click on your display adapter (mine's Intel(R) HD Graphics)
5. Click on Disable. Screen will blackout for a few seconds.
6. Once it returns, right click again and click Enable.
7. Try your brightness keys.
If the issue remains after the restart, you may consider to turn off the Fast boot option

To turn off Fast boot:
1. Open Power Options in Control Panel
2. Choose " Choose what the power buttons do"
3. Click on the "Change settings that are currently unavailable"
4. Under the shutdown, settings untick Fast Boot.
5. Restart Windows
