What is your PC 16-d0000 (2V8U8AV) machine ? From manual of the series, it has 1 USB 3.2 Gen 1 Type-C (supports data transfer, HP Sleep & Charge; DisplayPort™ 1.4 out up to 5120 × 2880 @ 60 Hz through adapter; HDMI 2.1 out up to 4096 × 2160 @ 60 Hz with HDCP 2.2 through adapter) port.
As you can see, you can't charge it using USB-C port (no support Power Delivery) but you can connect it to an external monitor.

Thank you for your response. The model number is HP Victus 16-d0361TX.
Can I connect a 1080p 240hz external monitor using the port or nah?
Is the USB-C port connected to the integrated Intel GPU or the discrete Nvidia GPU for graphics output?

It has 1 SuperSpeed USB Type-C® 5Gbps signaling rate (DisplayPort™ 1.4, HP Sleep and Charge) port which supports DP 1.4 and you can get FHD (1920 x 1080) with 240Hz monitors
