Hi, My external monitor stopped working. The monitor would work with my wifes laptop. Went and bought a new monitor, it does not work either...

HP UEFI laptop diagnostics can test an external monitor.

You can connect an external monitor to your HP laptop and run the HP PC Hardware Diagnostics UEFI to test the graphics and display system, including the external monitor. If the external monitor works with UEFI but not windows then there is a problem with the windows video driver.

If it fails to work then possibly bad cable, defective connector on laptop or problem with motherboard

HP releases newer UEFI diagnostics periodically.
When you select F2 during boot you are requesting UEFI diagnostics.
There is an updated diagnostics package Click Here
Look for the phrase 'issues outside the OS',
Expand the'+'symbol and click the DOWNLOAD button.
The version of the UEFI diagnostics is shown at the left of that DOWNLOAD button.
When you press F2 to run diagnostics please ensure the version is the new one.

Let me know what you find out.
