Welcome to the HP Community Forum.
Pop-ups might be a result of Notifications settings.
Check for ways to control pop-ups with the Windows Notification settings.
Method - Switch off Notifications (Windows 10 / Windows 11)
Windows 10
Settings > System > Notifications and actions
Below Notifications, set the following to OFF
- Get tips, tricks, and suggestions as you use Windows
- Get notifications from apps and other senders
- Switch OFF any / all other notifications
Windows 11
Settings > System > Notifications
Notifications “all off” > Slider to OFF
Below Notifications from apps and other senders
Pick and choose – Slider ON or OFF
Scroll down > open Additional Settings
Select / Check box to see:
- Show the Windows Welcome…
- Suggest ways to get the most…
- Get tips and suggestions…
What else?
If the pop-ups are a result of a website you visited using your Browser,
Your browser security might provide a means to switch off unwanted messages.
Search the Internet for how to remove / block Pop-ups on your particular browser.
One Example: Block pop-ups in Microsoft Edge
If you don't have any control over the unwanted little bubbles of misery,
Look to your installed Security software -- your Windows Operating System might be infested with malware.
What? Scan your File System with your security software -- let the software find and destroy the buggy bits.
You can also try using purchased or free software you find on the 'net.

Not running Windows?
The same general rules apply to other Operating Systems -
Pop-ups are merely messages that interact with the Operating System in a manner that causes them to be displayed on the screen you use to interact with your computer, tablet, or phone.
You have to find the source of the message (a pop-up on the screen) to interrupt that message.
