Unfortunately, the service manual is very vague regarding the USB-C specification.

 

HP EliteBook 828 G3 Notebook PCHP EliteBook 820 G3 Notebook PC Maintenance and Service Guide

 

See chapter 2, page 6.

 

USB Type-C (charging) port Connects any USB device with a Type-C connector.


NOTE: USB Type-C ports charge products such as cell phones, laptops, tablets, and MP3 players, even when the computer is off.

 

Also, some USB Type-C ports connect DisplayPort, VGA, HDMI and other video devices to provide video output.

 

I believe you need a USB-C/Thunderbolt port to get video from the USB-C port.

 

This article provides the info to determine if you can project to another display from the port.
