I see that you are facing an issue with connecting an external monitor to your Laptop.
To understand the issue and help you, please share the details listed below:
Note: Do not share any of your personal information such as serial number, phone number, email ID, etc., on your public post.
- Is this the first time you are connecting the same external monitor?
- Error messages (if any) on the unit.
- When was the last time the same external monitor worked on your laptop?
- Were there any changes made to your laptop recently?
- Have you tried connecting the same monitor to any other device to check the functionality?

I connected to the LG 32UD99 every day without problem....I use 22H3 now and it must have worked in H2.
Only updates were done
Yes it works fine when I use same USBC cable with my Oneplus Open phone without problem.
In Settings.... multiple displays.....the error message is...we didnt find another display...thats the problem the HP doesnt recognise it all of a sudden...altho I am not sure there was an update on that day I dont remember but it doesnt work now.
Advanced display shows inner display only

Thank you for sharing the above information.
A) Kindly refer to the steps on this link to update the BIOS and let me know if that resolves the issue.
Make sure you keep only the charger plugged in while updating the BIOS for your PC.
Click on the + sign next to BIOS and then download the file.
Open the file and follow the on-screen instructions to complete the update.
B) Please install all the pending updates for the Windows operating system by following the below steps.
go to Start > Settings > Update & Security > Windows Update and select Check for updates. If the upgrade is available for your device and you want to proceed, download and install it.
C) If the issue still persists, refer to the steps on this link to connect it again and let me know if that resolves the issue.

Also I have in other devices a TUSB3410 EECODE Ser exclamation mark error when the usbc cable of the LG 32UD99 monitor is plugged in. Also low power warning too...as power comes via that usbc cable...but that does keep the pc powered.
This used to work before in 22H2 version that is what is strange
