i got this computer for studying and i was only going to upgrade the hdd to a ssd but when i opened it i found there was an extra chip so i googled it and i found it has the amd 6470m but it doesnt show up so i downloaded the amd software expecting it to find it download the right drivers but it just said no amd products found

Not all EliteBook 8460p's come with the Intel/AMD switchable graphics adapters.

 

Enter your notebook's product number in the search window at the link below and it should tell you what graphics option the motherboard came with.

If it indicates SPS-BD SYS (INTEL UMA 8M WWAN), then your notebook only has the Intel graphics adapter.

 

If it indicates System board - For use in models with 1GB discrete graphics, WLAN, WWAN, and vPro (8M) - (For use in all countries and regions except for Russia and China), then your notebook should have come with the Intel/AMD switchable graphics.

it does have the discrete graphics card but im not sure how i can enable it since the bios is locked since it was an old office laptop and it wont reset even if i remove the cmos battery

The AMD GPU has probably failed due to heating over the years.

 

I doubt that there is anything you can do about it.
