Hi @Spydey

Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

It sounds like you're experiencing an issue where your camera is blinking, which can be frustrating. This type of behavior is typically caused by either a hardware issue, software conflict, or driver problem. Since you’ve already tried uninstalling and reinstalling the drivers and checking the app, let’s try a few additional steps to resolve this issue.

1. Check for Hardware Issues

  • Restart the Computer: Sometimes, a simple restart can resolve minor hardware glitches. If you haven’t already, restart your computer to reset the camera.
  • Test the Camera in Another Application: Try using your camera in different apps (like Zoom, Skype, or Microsoft Teams) to see if the blinking happens across all applications. If the blinking occurs in all apps, it’s more likely a driver or hardware issue.

2. Check Camera Privacy Settings

  • Make sure apps have permission to access the camera:
    1. Go to Settings > Privacy > Camera.
    2. Under Allow apps to access your camera, make sure this option is turned on.
    3. Scroll down and make sure the specific apps you're trying to use are allowed to access the camera.

3. Re-enable the Camera in Device Manager

  • Sometimes, the camera might need to be re-enabled:
    1. Right-click on the Start menu and select Device Manager.
    2. Expand the Imaging Devices section, then right-click on your camera (e.g., “HP Wide Vision HD Camera”).
    3. Select Disable device. Wait for a few seconds, then right-click again and select Enable device.
  • This can help reset the camera hardware.

4. Update or Rollback the Camera Driver

  • Update the Driver:
    1. In Device Manager, right-click on your camera and select Update driver.
    2. Choose Search automatically for updated driver software.
    3. If an update is found, install it and restart your computer.
  • Rollback the Driver (if the issue started after a recent update):
    1. Right-click the camera in Device Manager, select Properties.
    2. Go to the Driver tab and select Roll Back Driver (if the option is available).
    3. Follow the prompts and restart your computer.

5. Uninstall Camera Driver Completely

  • Uninstall the camera driver completely:
    1. In Device Manager, right-click the camera and select Uninstall device.
    2. Make sure to check the box for Delete the driver software for this device.
    3. Restart your computer. Windows should attempt to reinstall the driver automatically upon reboot.

6. Try Using Windows Camera App

  • Open the Camera app from the Start menu and check if the blinking continues. This can help determine if the issue is with a specific app or the camera itself.

7. Check for Windows Updates

  • Make sure your system is up to date, as updates can fix underlying issues:
    1. Go to Settings > Update & Security > Windows Update.
    2. Check for updates and install any available updates.
  • Sometimes, specific driver updates or bug fixes for camera issues are included in these updates.

I hope this helps.

Take care and have a good day.
