If your HP laptop running Windows 11 is stuck on the restarting screen and doesn't proceed, you can try the following steps to resolve the issue:
Force Restart:
- Press and hold the power button until the laptop turns off.
- Wait for a few seconds and then turn it back on. This may help to break the restart loop.
Safe Mode:
- Boot the laptop into Safe Mode to see if it starts up successfully. In Safe Mode, you can troubleshoot issues related to drivers or third-party software.
- To enter Safe Mode, press the power button and then hold down the Shift key while clicking on Restart. This will take you to the Advanced Startup Options, where you can select Safe Mode.

Repair Windows:
- Use the Windows 11 installation USB or DVD to access the Advanced Startup Options and try the "Startup Repair" option. This can automatically fix certain startup issues.
Check for Windows Updates:
- Ensure that your Windows 11 installation is up to date. Sometimes, updates can resolve compatibility issues and improve system stability.
Check for Driver Updates:
- Ensure that all your device drivers are up to date. You can update drivers from the Device Manager or by visiting the HP support website.
Perform a Hard Reset:
- Turn off the laptop, unplug it, and remove the battery (if removable).
- Hold down the power button for 15 seconds.
- Reconnect the battery (if removable), plug in the power adapter, and turn on the laptop.
Check for Disk Errors:
- Boot from a Windows installation USB or DVD and run the Command Prompt.
- Use the chkdsk command to check for and fix disk errors.
If none of these steps resolves the issue, you may need to consider more advanced troubleshooting options or seek assistance from HP support. It's possible that there could be a hardware issue or a more complex software problem that requires further diagnosis.
