my laptop suddenly started a weird issue which its touch-screen keeps blinking unless I touch it, or it stays white-gray background with lines or black but unresponsive.

I bought it from Costco in 2020, and after one month I noticed its CPU fan very loud, I requested a support from hp and they changed one of the CPU fans. I use this laptop lightly since i don't feel that i'm getting the basic performance such as working on ms word or vsc.
