I understand the issue has reoccurred and persists though you've reinstalled the OS using the recovery manager,

Although, To clarify, was it the recovery media (USB) or the recovery manager using the F11 key?

 

That said, If the Touch screen isn't appearing on the diagnostics, 

I recommend checking if the Touch is working on BIOS (Accessed by tapping on F10 while restarting the computer). 

 

If it works on bios, it's a software issue: please reinstall windows using the recovery media to fix the issue,

However, If it doesn't work on BIOS either, it's a hardware failure and you may need to Contact HP to set up a hardware repair service:

(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.

(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.

(3) Once completed click the 'Show Options' icon on the bottom right.

(4) Lastly, scroll down to the bottom of the page and select 'Get the phone number.' A case number and phone number will now populate for you.

 

They will be happy to assist you immediately. 

If the unit is under warranty repair services under the manufacturer's warranty will be free of charge.

Thank you, I appreciate the notification, however, I can only respond to you on this thread.

 

Hence, I request you to complete the recovery using the USB stick and that should normally fix your concern, in the off chances that it does not do the trick, I would recommend you Contact HP as your PC would require re-imaging while the touchscreen is being fixed.

I have a HP Envy and the touchscreen has always worked. I use windows 10. Suddenly the touchscreen has stopped working. One thing page I looked up said that there was no touchscreen available on my device and another quotes the device as 'Now discoverable as DESKTOP-H717p96'. I have no idea what this means or what can suddenly have changed. Please help!
