after 1903 update redeemed digital movie codes and TV episodes in VUDU. Playback error "unsupported audio/video file" new and old video that played before. ran Trouble shooter for video playback got "HEVC files not installed". TS fixed by installing from Microsoft but same result with no playback. Movie & TV app always freezes my notebook and I have to power button a hard shut down so I use WinMediaPlayer 12 for youtube and streaming apps(mp4) and VUDU app(avi/tmp) as Edge videos are buffer hell through browser. Any suggestions? Resetting Apps had no effect either.

Are you talking about ONLINE or OFFLINE videos ?
(a) For online: please update FlashPlayer. Windows 10 1903 should update this for you but you can update yourself.
(b) For offline: please download and install
https://www.videolan.org/vlc/download-windows.html
and associate all video files as default to this player.

I recently discovered reliability monitor problem reports and im not tech but found a missing Pci bus? driver and a gen PnP display monitor disabled itself in Device Manager. fixed with DM. VUDU App Device manager didn't have my laptop enabled so woudnt work even through Edge woudnt sign me in but was fine on my BD Surround system. Also saw a lot of HP device driver updates installed and it took a lot of install/uninstall events it took AMD graphic display software/driver to completely update during these few days so I think its hardware driver conflicts related to new 1903 update. adobe also updated and now my video/display issues have stabilized. movie streaming, video playing and gaming graphics are smoother and work again. haven't checked out youtube or music app function yet. I have had some problems playing/downloading/searching with these kind of Apps at times but not all the time. Ive thought about VLC before so I did get it just haven't tried it yet. My File History back up jumped 47 Gig to 79 Gigs somehow.
