Hi! @larry95, Thanks for stopping by HP forums!
I understand that you have webcam issues with your laptop.
Please try few steps recommended below.
Run dialog box would open type devmgmt.msc
Device manager window will open.
Expand Imaging devices.
Right click the Webcam icon and select update drivers.
Select Let me pick from the list and click next.
Select generic USB Video device and click next.
Restart your PC and check if the webcam is working on your laptop.
Refer this article to troubleshoot webcam issues.
Let me know if this works!
Have a beautiful day ahead! 🙂

Thank you for the update,
I appreciate your time and efforts,
I'd love to help, however, to clarify which application do you prefer using apart from the windows 10 app?
Is it perhaps skype or Youcam?
Have you attempted changing the webcam app to others manually using the link shared by the last tech?
If not, try the below steps:
under Devices and printers, please follow the steps.
a. Press Windows key + W.
b. Type Devices and printers.
c. Click on Devices and Printers.
d. Check if the Logitech webcam is listed.
e. Right click on Logitech webcam.
f. Click on Set this device as default.
g. Follow method 2 if webcam is not listed.
If the above has been done and yet the issue persists, please reinstall the webcam drivers and softwares as mentioned below:
Download and install webcam software from the HP Software & Driver Downloads webpage or the software manufacturer’s website.
-
In Windows, search for and open Recovery Manager.
-
Select Reinstall drivers and/or applications, and then click Next when prompted.
For more details: Click here and skip to the last 2 steps.
Keep me posted,
Feel free to post your query for any other assistance as well,
It's been a pleasure interacting with your and I hope you have a good day ahead.

Thank you for the update,
I appreciate your time and efforts,
If Device Manager does not recognize the webcam after the scan, Use Microsoft System Restore to go back to a time when the Webcam was working properly. If problems persist, the webcam may have become unplugged internally and requires service.
If the issue persists, I'm afraid there are no drivers available for windows 10 updates and hence you'll need to revert back to windows 8.1 or older to use the camera again
You could use the recovery media created on your PC shortly after you purchased it if you don't have one - Click here for information.
If I have helped you resolve the issue, feel free to give me a virtual high-five by clicking the 'Thumbs Up' icon below,
Followed by clicking on "Accept as solution" from the drop-down menu on the upper right corner,
Thank you for posting in the HP Support Forum. Have a great day!

HI, divice manager do recognize the webcam, the problem is when i click on find the latest softwar for this divice it says it uses the newest version, and the camera can not be unplugged internally other ways it wont work on the windows app.
I dont know if this is of some help but i thinck the prolem began when i try to use and old negative photo scaner that my girlfriends dad had, and that divice install itself and everything ut later it was a prolem with the compability of it because it run on windows vista or xp and i got the windows 10 onmy pc. And i think there from that moment my camera ended working on skype and other apps och online pages, and just exclusively work for the windows 10 camera app.

@larry95, thanks for the response.
Thanks for trying out the steps.
As you mentioned the webcam is still not working after troubleshooting.
Please try performing a system recovery and check if it helps.
Refer this document to know how to perform a system recovery.
