That is the problem as I suspected.
The RTL8723DE is a single band Wi-Fi adapter that only works on the 2.4 GHz Wi-Fi band.
Here are the specs for the adapter:
The Realtek RTL8723DE is an 802.11bgn 2.4G single-chip.
Your options for dual band Wi-Fi would be to purchase a dual band USB Wi-Fi adapter or replace the RTL8723DE Wi-Fi card with this model which is dual band AC plus Bluetooth:
Realtek RTL8821CE 802.11 ac 1x1 Wi-Fi + Bluetooth 4.2 Combo Adapter (MU-MIMO supported) HP part # L17365-005.
The card has a maximum throughput of 433 MBPS on the 5.0 GHz Wi-Fi band with an AC router and an excellent signal

Possibly a modem problem. Make sure the 2.4 and 5 do not have the same name and are enabled and have the best channels.
I have an Arris modem, yours may be different. This tutorial is helpful. The username might be admin and the password should be printed somewhere on the modem. If not, then use that tutorial. Use a different name for the 2.4 and the 5ghz bands. To keep it simple, use the same password and use only numeric digits such as someone's phone number. When in the router, run the app that finds the channel with the least amount of noise for both bands.
Be sure to find the channel that has the least amount of noise
Possibly a laptop problem but---
Please provide the Product ID or Model name for better assistance. Preferably the full product ID including the characters after the # symbol. Your laptop Wi-Fi may not be 5ghz capable.

The first thing to do is to let us know the model name and number of the wireless network adapter your notebook has.
It is probably a single band Wi-Fi adapter that only works on the 2.4 GHz Wi-Fi band.
You can find the name and model number of the Wi-Fi adapter by going to the device manager, click to expand the network adapters device manager category and there you will find the name and model number of the wireless network adapter.

Hey the model number and network adapter is Realtek RTL8723DE 802.11b/g/n PCle Adapter, I'm pretty sure its not a router problem cuz my phone is connected to the 5ghz wifi, I had to separate it because my camera only supports a 2.4ghz wifi.

Hey, I have already separated the 2.4ghz and 5ghz wifi cuz my camera only supports a 2.4ghz. My phone shows both the connections(2.4ghz and 5ghz) and is connected to the 5ghz one so im pretty sure its not a router problem
