If you are sure your notebook came with built in bluetooth, and you upgraded from W7 to W10, most likely the BT was turned off by the HP connection manager software.
The HP connection manager software is not supported in W10, so here is what you need to do...
1. Go into the BIOS and verify that your PC has Bluetooth by seeing a Bluetooth device present and enabled in the BIOS.
2. If you see that the BT is present and enabled in the BIOS, download Ubuntu from the link below and make a bootable Ubuntu installer.

Create a bootable USB stick on Windows | Ubuntu
After you create the bootable Ubuntu installer, boot from it and select the option to 'Try Ubuntu Without Installing.'
Turn on the Bluetooth in Ubuntu. Shut down the PC and remove the Ubuntu installer.
Turn on the PC, and when you are back into Windows, the BT should be present and enabled in the device manager.
