I can't find bluetooth on the device manager and i have tried every single way to solve the problem ( downloaded drivers and everything ) but still nothing new , any help ?

Yes, the Intel 8260 AC wifi adapter is definitely a combination Wi-Fi/Bluetooth adapter
Check your notebook's BIOS, and see if there is a Bluetooth setting, and if there is, make sure that it is enabled.
If the setting was disabled, restart the notebook and see if the Bluetooth is now present.
If it isn't, you will have to use the method I wrote to enable the Bluetooth

Did you upgrade the notebook from W7 > W10?
If you bought the notebook used and don't know what OS it originally came with, see if this works....
Make a bootable Ubuntu installer.
Get Ubuntu | Download | Ubuntu
Create a bootable USB stick with Rufus on Windows | Ubuntu
Boot from the Ubuntu installer.
Select the option to 'Try Ubuntu without installing.'
See if you can turn on the Bluetooth in Ubuntu.
If you can, turn it on, exit the Ubuntu program.
Shut down the PC, remove the Ubuntu flash drive, turn in the PC and when you get into Windows, the Bluetooth should be present.

What model wireless network adapter does your notebook come with?
If you don't know, go to the device manager, click to expand the Network Adapters device manager category and there you will find the name and model number of the wireless network adapter.
Knowing that info will let me know if the notebook has Bluetooth networking capability (which it should since it is an Elitebook).
