Without WWAN card the SIM card (including eSIM) is useless. Did you actually buy WWAN option for your machine? Please check its Device Manager to confirm: does int have one of the following entries ?
- HP lt4120 LTE/EV-DO/HSPA+ with GPS M.2 Mobile Broadband
- HP lt4132 LTE/HSPA+ with GPS M.2 Mobile Broadband
- HP lt4132 LTE/HSPA+ Mobile Broadband
