Windows 11 23H2

 

Whenever I select Add Device -> Bluetooth, all I get is "Couldn't connect".  The device I'm trying to connect to is in pairing mode, but there does not even appear to be an attempt to search for available devices. 

 

Additionally, if I turn Bluetooth off (via the Task bar), the Bluetooth icon gray's out and I cannot turn it back on - yet currently paired Bluetooth devices continue to work (i.e. a headset still plays, even though Bluetooth is supposedly turned off).

 

I have tried the Windows troubleshooter, the HP tools, restarting the laptop, stopping and restarting services, updating bluetooth drivers, uninstalling and reinstalling driver, and yet nothing seems to work.

 

Any additional suggestions would be appreciated
