Sounds like your PC doesn't have the Wi-Fi driver installed so you can connect to the internet to finish setting up W11.

 

See this link for how to bypass the internet requirement and set up a local account to finish setting up Windows:

Then you can install the Wi-Fi driver to connect to the internet.
