I have hp elitebook 1030 g2 and it has a sim slot but whenever I insert sim into it nothing happens I want a cellular network enabled in my laptop do I need to enable it from bios or somewhere else

Hi:
Every HP Elitebook 1030 g2 has a SIM card slot.
What 90% of them don't have and I assume that includes yours since you are asking the question, is the optional and expensive WWAN adapter that is needed to connect to the cellular network.
All the SIM card does is to authorize you to use your carrier's network.
You cannot connect to a cellular service unless your notebook has one of the below WWAN adapters installed.
If your notebook has one, it will be listed in the device manager under the Network Adapters device manager category:
