Microsoft Windows 8.1 (64-bit)

I have a hp stream laptop. I am trying to connect to my home WiFi. It doesn’t show up as an option to connect to. There’s other networks but mine doesn’t come up. The network comes up on my phone but doesn’t come up anywhere on my laptop.

Sounds like you have a 5.0GHz network and your Stream machine only supports 2.4GHz network. Very simple fix: allow your wifi router to broadcast both (dual) bands which are 2.4GHz and 5.0 GHz. One example on one of my test machines, this machine has 2 wifi cards and it is connects to both networks (2.4GHz and 5G)
