When I try to sign in to some websites on my HP Touchsmart 520 PC I get an error message saying Your Connection is not Private, in Google chrome, since I did a factory restore on it.

I understand that notebook has an issue with the website not working.
Request you to follow the below troubleshooting steps
The system may actually be "open". After a factory reset, I would not expect this to be the case; nonetheless, it is worth a quick check.
Check / Adjust your security/sharing settings.
Control Panel > icon view > Network and Sharing >
Change advanced sharing settings >
Under Private" (home / work) > Network Discovery
Click (select) Turn on network discovery
Check box Turn on automatic setup of network-connected devices
Under Private" (home / work) > Printer Discovery
Click (select) Turn on file and printer sharing
Under Private" (home / work) > HomeGroup connections
Click (select) Allow Windows to manage homegroup connections (recommended)
Under Guest or Public >
Switch OFF Network discovery
Switch OFF Printing file and printer sharing
Uner All Networks >
Enable 128-bit encryption
Turn on password protected sharing
