You need a service contract, possibly a special driver, and LTE is not available in all countries
I recommend contacting an HP agent.

Looking at your screenshot, you installed an unsupported WWAN card.
You can only install one of the two cards listed in chapter 3 of your notebook's service manual and they must have the HP part numbers on them or they won't work.
HP lt4120 LTE/EVDO/HSPA+ SnapdragonT X5 LTE Mobile Broadband Module HP part # 800870-001
HP hs31110 HSPA + Intel Mobile Broadband Module HP part # 822828-001
I don't see either of those part numbers in your screenshot or as the SPS number.
Chapter 1 page 4 of the service manual indicates that those are the only two cards you can use.

Supports the following WWAN formats:
