Unless your notebook has the optional WWAN adapter installed in order for the SIM card to work, you can't use it.

Chapter 3 has the list of supported WWAN cards with their HP part numbers.

 

In order for a SIM card to work your notebook must have one of the following WWAN cards listed in the device manager under the Network adapters device manager category:

 

HP lt4111 LTE/EV-DO/HSPA+ Mobile Broadband Module 
HP lt4112 LTE/HSPA+ Gobi 4G Module
HP hs3110 HSPA+ Mobile Broadband Module 

All a SIM card does is authorize you to use your cellular provider's network.
