ENVY 15t-k000
Microsoft Windows 10 (64-bit)

I've read on HP support forums that Bluetooth capability on this laptop varies. While it appears to me that mine is indeed capable, I am posting here in hopes of getting confirmation. If it is, how do I make it appear in the Windows 10 Action Center?

If there is any missing driver (yellow exclamation mark) from Device Manager, whose hardware ID indicates Qualcomm Atheros Bluetooth hardware, then you need to install this:
https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-envy-15-k000-notebook-pc/6936206/model...

Restart system.

If no missing drivers in Device Manager, then it means there was no Bluetooth hardware capability to start with.
