I understand that the blue light on the printer is blinking, which says that the printer is not connected to the network.
Need not worry I'll be glad to assist you with this.
To provide you with an accurate solution, I'll need a few more details:
When was the printer working for then last time?
However, if you are using windows follow the below steps:
Step 1: Prepare for installation
Before installing the printer software and connecting to your wireless network, check the requirements, turn on the computer and the router, and set up the printer.

To use your printer on a wireless network, you need the following items:
-
A computer connected to your wireless network
-
Internet access: HP recommends broadband Internet access such as cable or DSL for software downloads, using Web Services, and getting printer updates.

Make sure the router and computer are turned on, and that the computer is connected to the same wireless network to which you want to connect the printer.
-
Set up the printer, load paper into the input tray, and install the ink cartridges. For more information about setting up the printer, go to First Time Printer Setup.

Turn on the printer and place it close to the computer and within range of the router during the setup procedure.
Step 2: Install the printer software
On the computer you want to print from, start the software installation, and then download and install the HP full feature print driver. It contains the wireless print drivers, as well as HP Printer Assistant software for scanning and other printer management functions.

Disconnect any USB cables from the printer.
-
Use one of the following options to download the install software:

Double-click the driver file with HP Easy Start in the name in the browser downloads bar or in the Downloads folder to start the installation.

Select your printer from the list of available printers.
If your printer does not display, click My Printer Is Not Shown.

Select Wireless network (if applicable), click Continue and then follow the on-screen prompts to set up your printer on a wireless network.

If you are using MAC follow the below steps:
Step 1: Review requirements
To use your printer on a wireless network, you need the following items:
-
An active 802.11-compliant Wi-Fi network, such as a home wireless network

A Mac computer connected to the same network, either through Wi-Fi or an Ethernet cable
Step 2: Set up and turn on the printer
The printer must be turned on with paper loaded and ink cartridges installed before setting up the wireless connection. Go to Setting Up the Printer Hardware for more information. Skip this step if your printer hardware has already been set up.

If you are setting up a new printer from the box, remove all protective tape and packaging material from the outside and inside of the printer.
-
Place the printer on a flat, level surface, connect the power cord to the rear of the printer and to an electrical outlet, and then turn on the printer.
-
Open the paper input tray, load a stack of 10 to 20 sheets of paper, and then slide the paper guides inward until they rest against the edges of the paper.
-
Remove the new ink cartridge from its packaging and pull the orange tab to remove the protective tape, open the ink cartridge access door, and then install the ink cartridges into their respective slots.
-
Close the ink cartridge access door and wait for an alignment page to print.
-
Place the alignment page with the print side down on the right-front corner of the scanner glass, and then press the Start Copy Black button
to align the ink cartridges.
Your printer hardware is now set up and prepared for the wireless setup.
Step 3: Restore default wireless settings on the printer
Press a series of buttons on the printer to reset the wireless settings so the connection completes successfully.

Turn on the printer.
-
If the wireless light is blinking, skip to the next step to install the software.
-
On the printer, press and hold the power button.
-
While pressing down the power button, press the Start Copy Black button
two times, and then press the Cancel button
three times.
-
Release the power button.
The wireless light next to the wireless button should blink. Repeat these steps if the wireless light does not blink.
-
Immediately continue to the next step to install the software. You have approximately 120 minutes to complete the software setup using the HP auto wireless connect feature.
Step 4: Install the software and print driver
To finish the printer setup, install the software, and then connect the printer to your wireless network.

Go to https://hp.care/2yb4U5B, type the printer model (for example, Deskjet 3635), click Search, and then click Download.

Open the Downloads folder on the Mac dock, and then click the HP Easy Start file to begin the installation.
-
Follow the on-screen instructions to complete the software installation.
-
If HP Easy Start finds multiple printers, select the printer you want to install, and then continue with the on-screen instructions.
-
If HP Easy Start does not find your printer, follow the on-screen instructions to connect your printer to the network.
If the installer still does not find your printer, go to Printer Not Found During Network Driver Setup (Mac) for detailed troubleshooting steps.

If you are prompted to add the printer to the printer queue, click the name of your printer, click the Use or Print Using menu, select the name of your printer in the pop-up menu, and then click Add.

Return to the HP installer to complete the installation.
You can now print, copy, or scan.
