Product: HP ENVY dv7 Notebook PC
Operating System: Microsoft Windows 10 (64-bit)

Not sure if PC is Bluetooth capable. For sure, I can't connect with my Bose wireless headphones.  Is there either a software dowdload or a hardware device that can solve the problem?

There are hundreds of models/products called Envy dv7, I don't know what is yours BUT the simplest (when machine did not have builtin Bluetooth) way is to use an adapter. One example

There are many brands and models around, cheaper too.
