The Ralink RT3290 802.11bgn Wi-Fi Adapter has major issues with the newer builds of W10.
There are no fixes other than to upgrade the internal wifi adapter to one that has better support for W10, use a USB wifi adapter that has support for W10, or go back to W8.1.
If you want to upgrade the internal wifi card, this is the one I recommend.

You should be able to find one on eBay. Search by the HP part number, not the model of the wifi card.
