Hi,
The message youve been getting to contact a Microsoft is what we call RANSOMWARE Virus. The virus became viral back in 2011. It was the FBI Moneypack virus before.
If you believe youve been remotely access by a person. The best thing to do is to disconnect the computer from the internet and perform a full system reset to your computer.
Please be advised that HP or Microsoft will never call your number and state that your unit had been detected with virus infections.
Regards,
ichi

Try tapping the F11 key when booting up to launch the Recovery Utility which will restore the computer back to the factory configuration. If this does not work, you can also create a Windows 10 install USB using the downloadable install image creation tool from Microsoft. You can then boot from that and wipe the disk clean and install Windows 10 fresh. You can google "fresh install windows 10 stream notebook" for instructions.
