- I have to uninstall the WiFi device EVERY time I boot

It's very frustrating. Every time I boot up I am unable to connect to public WiFi (e.g. on the train). That is, I can connect but I cannot force the login page so I cannot get online. I have a script that resets just about everything (See below) but that doesn't help - even after a reboot. The only thing I found that works consistently is to uninstall the WiFi adapter in Windows Device Manager and then reboot. This works every time.
I have checked for new drivers but HP always says I'm up to date.
Does any one have any ideas? Oh, I have Norton 360 installed.
The script I tried but which doesn't help:
ipconfig /release
ipconfig /release6
ipconfig /renew
ipconfig /renew6
arp -d *
nbtstat -R
nbtstat -RR
ipconfig /flushdns
ipconfig /registerdns
