Welcome to the HP English Community --

The first check is whether you have a local network installed -- that is, whether you have a router that is in some way connected to the Internet and that creates a local network of your local devices (computers, printers, phones, tablets).

If you have your own network and router, then you know the printer is connected to the network when you add the printer's information to the router / network and the printer can be detected on that network by the router and your other devices.

The printer and the iPhone must be on the same network -- the printer cannot  detect your phone when the phone is connected to your Mobile Carrier  (Data line).

If you do not have your own router and network installed -- AND assuming your printer supports it -- you can set up and use Wi-Fi Direct.

Wi-Fi Direct uses the wireless radio on the printer to connect to your supported Wireless device.

Wi-Fi Direct -- when supported by the printer -- is fully explained in the printer's user manual.
