Hi:
You are going to have to use another PC and install the 7-Zip file utility to extract the raw drivers from the exe file.
This is the W7 driver you need to download and extract the driver files from.
HP ENVY 17-j021nr Notebook PC Software and Driver Details
After you install 7-Zip, right click on the driver file you downloaded.
Select 7-zip from the list of options.
Have &-Zip Extract to: and let it extract the file into its folder name (sp65125)
Once that is done open the folder because you will have to extract the drivers out of another file.
Within the sp65125 folder there is a Win7 folder.
Open that folder.
Then there is a vs64 folder.
Open that folder.
Then right click on the Intel Bluetooth Windows installer and select 7-Zip from the menu.
Have 7-Zip extract to, and let it extract that file into the Intel Bluetooth driver folder.
Then you can browse to the driver folder that was created from the generic or Intel Bluetooth adapter update the Intel BT driver.
Do yourself a favor and replace that old single band Wi-Fi card with this one:

Thank you Sir for your suggestions.
But I do not have access to my HDD there. Only some part of HDD and small SSD I can see connected to PCI express.
So I am not sure I can delete old driver.
I can see actually Flash USB there, but only some 30MB reserved for Windows and copied Windows to start recovery and my small SSD also accessible.
The only way I see to take out HDD and deleted or exchange drivers somehow.
Which file exactly of driver Bluetooth there?
I have chosen different files to try in recovery but any of them could not be accepted...

You're very welcome.
If you can get into Safe mode, you should be able to uninstall the driver.
To do that, you go to the device manager, click to expand the Bluetooth device manager category.
Right click on the Intel Bluetooth driver listed there and select Uninstall.
Then check the Uninstall driver box if it has that option.
Then restart the PC.

Unfortunately, I don't have any other suggestions for you to try other than to reinstall Windows if you can..
There are no W7 downloads anymore, and Microsoft has recently blocked getting the free upgrade to W10.
