There is something wrong with your wireless module. It must be replaced !

HP warranty valid -> Contact HP Support for service repair

 

HP warranty expired:

If you can't do that, you should have it serviced by a professional notebook (chip level) repair store.

I had similar problems and also got ReportFailure 609603 with an Intel(R) Wireless-AC 9560 160MHz. I opened my laptop, removed the power, battery and WIFI module, turned on and off, reinstalled the WIFI module and battery and rebooted and the problem was resolved.

 

To me this indicates that:

1. 'ReportFailure 609603' / 'NIC ROM Failure' are worthless indicators

2. A physical incident likely is the root cause

3. HP firmware effectively bricks devices it suspects are faulty and doesn't provide a hard/cold reset option if it does

4. You are forced to resort to extreme measures like reinstalling your device or by opening your device (void your warranty) to resolve issues like this

 

Be adviced the troubleshooting steps I tried risk voiding your warranty and/or damaging hardware. Software changes or completely draining your battery might result in similar results.
