Bluetooth driver is corrupted and the bluetooth symbol is not there in the action center.

If your notebook has the Ralink Wi-Fi adapter and you are running W10 on it, that is a very common problem for which there is no software/driver solution.

 

The Ralink Bluetooth adapter completely disappears from the device manager on the newer builds of W10.

 

Your options would be to replace the internal Ralink Wi-Fi/Bluetooth adapter with a different model Wi-Fi/Bluetooth adapter or use a USB Bluetooth adapter.
