RAlink rt3290 is heating very fast as power on the laptop and wifi and Bluetooth is not working.

Hi:

 

That model Wi-Fi card doesn't work with the latest builds of W10.

 

If your notebook has two Wi-Fi antenna wires connected to the Ralink card...

 

I recommend you replace/upgrade the Ralink card with this model:

 

Intel Dual Band Wireless-AC 7260 802.11 ac 2x2 Wi-Fi + BT 4.0    HP Part # 710661-001

 

Search on eBay by the part number, not the model of the wifi card.

 

Below is the link to the service manual, where you can find the Wi-Fi card removal and replacement procedure.
