Did you buy WWAN option for your machine ? Without WWAN option, SIM card is useless.
Please check your Device Manager, does it have ONE of the following Entries
● LTE CAT4: Huawei HP lt4132, LTE/HSPA+ w/GPS M.2
● LTE CAT9: Fibocom Intel XMM 7360 LTE-Advanced
