Sim card slot seems to useless without additional devices. I wonder if anything can be done?

That is true. It is useless without WWAN card and buying WWAN card is an option. You can pick one of the following options

 

  • HP lt4120 Qualcomm Snapdragon X5 LTE Mobile Broadband Module
  • HP lt4132 LTE/HSPA+ 4G Mobile Broadband Module
  • HP hs3210 WW HSPA+ with GPS Mobile Broadband
Note:  WWAN modules must be preconfigured and require Windows operating system. WWAN connection requires wireless data service contract, network support, and is not available in all areas. Contact service provider to determine the coverage area and availability. Connection speeds vary due to location, environment, network conditions, and other factors. 4G LTE not available on all products, in all areas.

But it is useless in the device.  External modem/routers have a card slot of their own and is a better solution.

Well, but for many people including me, internal is still a better option. They don't want to carry something pop out from their machines. Anyway, that is your choice, I can't argue about that.

Today, the wlan modems/routers are small pocket size and  wireless with sim slot. They can be charged through USB-port or electric  power  network. They can be used for several devices simultaneously.  Nothing needs to be popping out from the laptop. The useless sim shot in the HP laptop just gives a false illusion. Internal module is technically and practically poor. And the price is much too high. I wonder what the manufacturer is really thinking.
But of course, this is just based on my personal experience.
