My HP Elitebook 840 g4 has a simcard, is there some software I can use to send sms messages and make phone calls from this simcard?

Did SIM card come with machine or your SIM card ?
1. If it came with your machine, you don't need any software, all you need is which network is pre-set and activate tthe card.
2. If it is your SIM card, did you buy WWAN option ?
(a) If yes, please check your phone provider how to set this up, you don't need software
(b) If no, the SIM card is useless with your machine.
Note: Your machine does not have WWAN card as default because it is an option:
Support for a broad range of secure, integrated wireless LAN and wireless WAN options featuring support for the latest
industry standards. Optional Broadband Wireless (WWAN) requires a Windows operating system and is available in select countries as a standard, factory configurable feature only. Integrated Bluetooth® is also available with any of the supported wireless LAN and wireless WAN options.
