What makes you believe that HP Velocity is the culprit? We use it and get noticeable improvement. We had to uninstall McAfee too otherwise we noticed issues with the PC.

We have many HP laptops on our University. They all experienced the same issue, slow downloading speeds. we narrowed it down to HP Velocity, uninstalling it gave us speeds as we would expect from our wifi network. HP Velocity didn't affect wired download/upload speeds.

We have many HP laptops on our University. They all experienced the same issue, slow downloading speeds. we narrowed it down to HP Velocity, uninstalling it gave us speeds as we would expect from our wifi network. HP Velocity didn't affect wired download/upload speeds. MCafee was not installed on any of the machines.
