Hi:
All Elitebooks has SIM card slots.
Most of them do not have the optional but required WWAN card for mobile broadband to work.
That is a very expensive option.
Check the 8460p service manual for the location of the WWAN card, and the parts list in chapter 3 of the service manual for ordering one.

You need to make sure the antennas are there to connect to the WWAN card as well.
Your notebook is not supported by HP for W10, so I wouldn't know if the W8.1 drivers would work on W10 for the mobile broadband card.
